On October 28, 2024, the websites of the State Organs Administration, the Central People's Government of the People's Republic of China, and other authorities solemnly announced the joint issuance of the "Notice on Promoting the Use of New Energy Vehicles in Central and State Organs" by the State Administration of State Organs and the Central Government Administration Bureau.
This policy aims to support the development of the new energy vehicle industry and demonstrate the leading role of state organs in promoting the use of new energy vehicles.
The notice follows the basic principles of the "Administrative Measures for Official Vehicles of Party and Government Organs" and clearly puts forward five requirements: increasing the allocation of new energy vehicles, coordinating the procurement ratio of new energy vehicles, strictly adhering to the allocation standards for new energy vehicles, optimizing the use environment for new energy vehicles, and strengthening organizational implementation and promotional guidance to promote the widespread use of new energy vehicles in state organs.
I. Increase the Allocation of New Energy Vehicles
All departments and units of central and state organs, as well as their subordinate vertical management agencies and dispatched agencies at all levels of administrative units and various public institutions, should take the lead in using domestic new energy vehicles when allocating and updating various types of targeted support official vehicles.
Based on the nature of vehicle use, vehicles for confidential communications, relatively fixed-route law enforcement and duty vehicles, as well as vehicles used for single-purpose operations mainly driven in urban areas, should, in principle, be equipped with new energy vehicles; for specialized technical vehicles used for sanitation and cleaning, technical surveys, inspection and testing, etc., where new energy vehicles can meet the needs, priority should be given to equipping them with new energy vehicles.
II. Coordinate the Procurement Ratio of New Energy Vehicles
Except in cases of special geographical environments, climatic conditions, and unavailability of suitable models, the proportion of new energy vehicles among the official vehicles allocated and updated in the current year should meet the target requirement specified in the "14th Five-Year Plan for Energy and Resource Conservation Work in Public Institutions" of "In principle, the proportion of new energy vehicles among newly added and updated vehicles should not be lower than 30%," and gradually increase in accordance with regulations in the future.
III. Strictly Adhere to the Allocation Standards for New Energy Vehicles
When allocating and updating new energy vehicles, it should comply with the relevant regulations on the management of official vehicles and must not exceed the established quotas or standards for vehicle allocation. The price ceiling for new energy sedans is set at 180,000 yuan, and the price of other models should not exceed the allocation standards for similar gasoline-powered vehicles.
If, due to work needs, official travel is guaranteed through approved socialized leasing, priority should be given to leasing new energy vehicles that meet the specified standards.
IV. Optimize the Use Environment for New Energy Vehicles
All departments and units should promote the construction of charging infrastructure for new energy vehicles in office areas and encourage the construction of a certain scale of centralized charging infrastructure in centralized office areas. At the same time, improve the operation and maintenance management system for charging infrastructure to ensure the safety of power supply and centralized charging locations.
V. Strengthen Organizational Implementation and Promotional Guidance
All departments and units should strengthen organizational leadership, clarify work responsibilities, and refine implementation measures. The State Administration of State Organs and the Central Government Administration Bureau will include the promotion and use of new energy vehicles as an important part of the evaluation of energy and resource conservation in central and state organs and the performance evaluation of state-owned asset management, adopt appropriate methods to promote typical experiences and practices, and give full play to the demonstration and leading role of central and state organs to create a favorable atmosphere for the promotion and use of new energy vehicles throughout society.
